    Your committee on education moves to amend the title of the bill, by striking the title and inserting in lieu thereof a new title to read as follows:

“A BILL to amend and reenact §18-5-15e, §18-5-18b and §18-5-22 of the code of West Virginia, 1931, as amended; to further amend said code by adding thereto a new section, designated §18-8-6a; to amend and reenact §18-9A-8 of said code; and to amend and reenact §18-9D-2 of said code, all relating to the health and safety of public school students; replacing expired language on study on school funding; making findings on student health; requiring county boards to develop profile of student health, examine program and policy options and establish comprehensive policy on healthy schools; requiring biennial state board report; correcting code reference; changing minimum allocation of work time of school counselors; requiring employment of minimum ratio of counselors to students; limiting counselor caseload; applying minimum ratio of required school nurses to students at all grade levels; providing partial reimbursement of costs as incentive for county board participation in certain circuit court juvenile probation truancy programs; establishing funding ratios for counselors and nurses in public school support plan; allowing for growth rate incentive; authorizing computer equipment, playgrounds and play areas as part of school building authority projects; and limiting dollar amount of project costs for playgrounds and play areas.
